USS DISCOVERY Gabriel Lorca, captain of Starfleet's premiere warship, best offense against the Klingons and greatest hope for the survival and preservation of the United Federation of Planets. Lorca considers himself a soldier first and foremost. He will use anything and anyone, at any cost, to complete his mission: Defeat the Klingon threat. While this puts him at odds with the more idealistically-minded among his crew, he's able to pacify them with the promise: The compromises necessitated in times of war will pave the way for peaceful pursuits of knowledge once the dust settles. Prior to his assignment to the Discovery, Lorca captained the USS Buran, of which he and his former first officer Landry are the sole survivors. Caught in a losing battle against the Klingons, Lorca made the decision to destroy the ship and mercy kill his crew to spare them the brutalities of Klingon imprisonment. The blast damaged his eyes, resulting in heightened photosensitivity. A curable condition he chooses to carry as a form of penance. The tragedy seems to have affected him deeply; his behaviour since is increasingly renegade and utilitarian, straying further and further from Federation principles. Lorca sees in Michael Burnham, Starfleet's first mutineer, someone with a similar ability to perceive the bigger picture, and the will to do whatever it takes to protect it. ISS DISCOVERY Gabriel Lorca, former right hand of the Terran Emperor, turned known traitor and would-be usurper. Home. Lorca hails from a parallel universe in which humans have successfully subjugated all other races in the Alpha Quadrant and beyond. Non-humans are enslaved, exterminated, and even consumed as food. At the height of his power, he was a trusted lord of Emperor Philippa Georgiou and surrogate father to her ward, Michael Burnham. Over time, Lorca groomed Michael and poisoned her against Georgiou. Lovers and co-conspirators, they fomented a coup to strengthen the Empire against rebel threats. For his betrayal, Georgiou put the bounty of all bounties on Lorca's head. While fleeing capture, a transporter accident resulted in the Terran Empire's Gabriel Lorca changing places with the Federation's. Besides the scars earned in his service to the Empire, his light sensitivity is the single physical disparity between Terran Lorca and his Federation reflection. The latter was, by all accounts, a much more measured and reasoned man. Unfortunately for him, destiny wanted him dead, and Terran Lorca to assume his place in order to gather the power and people he needs to return to his own universe and finish what he started. Lorca sees in Michael Burnham, the Federation counterpart to his own deceased version, the ally in whom he cultivated perfect loyalty, and in whom he can and will do so again. " I want you to know that my admiration for you was and is sincere. When I look at you, I see the formidable unit of soldiers that I sculpted. If I thought for a second that any of you were capable of relinquishing this cult-like devotion to the Federation, I'd enlist your skills today."

Discovery spoilers

(Find) Prime Lorca

• All information here.

Section 31: The Usurper is Dead, Long Live the Usurper

• Surviving the later events of Discovery season one, Lorca ends up back in the Prime universe.
  
• Initially arrested, he is either recruited to Section 31 in a capacity similar to Georgiou,
  
• or escapes and goes about gathering discontented Federation citizens, capitalizing on fresh memories of the dire Klingon War. A 23rd century edition of the Maquis, if you will. (And I'll use that name for shorthand here, but remain undecided on if it's what I'll stick with.)
  
• Which flavor of the two above is mostly dependent on thread partner. By default: If Georgiou, the latter; if anyone else, the former. However I'll accommodate your preference, as I don't have a strong one of my own.
  
• Like with Georgiou, his true nature is classified, but a little handwaved investigation can easily bypass that.
  
• If Maquis
  • Occasionally cooperates with the Federation (likely Section 31) as a necessary measure while they recover from the war's decimation.
    
  • Uses any opportunity to sway still-loyal Starfleet officers to his side of the fence.
    
  • And is probably plotting against the Federation in the very, very long term.
    
  • But at present, is simply building cells of competent defectors and mercenaries to train disenchanted civilians in guerilla warfare.
    
  • Engagements are largely with lingering Klingon (and opportunistic third party) occupiers, and pseudo-abandoned Federation colonies in need of expedient military aid, as well as the rescue and recovery of captured Federation citizens that have since been shipped beyond Federation jurisdiction. Basically, any serious issue whose formal resolution is tied up in red tape.
    
  • Recruitment is mostly voluntary. A little blackmail here and there.
    
  • A lot of blackmail involved in soldier retention.

Mirror: The Universe Is Not Enough

• Lorca's coup is successful.
  
• Nonetheless, the Discovery and its crew escape back to their own universe.
  
• All is quiet on the Prime front for an indeterminate amount of time.
  
• Like all Terran reigns, Lorca's is tenuous from the start. To secure his position and unite the backstabbers and psychopaths under him, he launches an invasion into the Prime universe.
  
• The beginning is covert: Mirror versions infiltrating their Prime counterpart's lives, abducting, killing and replacing them.
  
• Once the invasion is thoroughly seeded, larger contingents, including entire ships, breach the barrier between dimensions and lie in wait.
  
• Restless in his seat of power, Lorca crosses over to personally activate and mobilize a massive fleet. Admiral Cornwell, always better suited to delegation anyway, sits in as acting Emperor in his absence.
  
• Surprise, bitch.
  
• That's the plan anyway. We all know how awesome this guy's plans hold together in the third act.
  
  
• Interception welcome at the midpoint of this scheme especially. Your character could end up in the Mirror universe by force* or of their own design, investigating reported peculiarities and infiltrating the operation right back. Because
  
• Lorca tends to overlook (willingly or otherwise) brewing duplicity in anyone who simps him good n' hard enough.

• A Brotherhood-minded, human-passing mutant with the ability of controlled power negation. Always active on himself (to the point of concealing his X-gene, shh it doesn't have to make sense it's X-Men) to prevent telepathic interference and tracking. Nullifies offensive powers on contact, similar to Sebastian Shaw without the absorption or redirection. He can expand his radius of effect or target it directly, the latter skill used exclusively on people who won't live to tell about it.
  
• Retired military, off-record SENTINEL consultant. Exploits high-level government contacts to advance his own agenda. His end goal is to exacerbate hostilities between sides to the point of all-out war, radicalizing mutant pacifists into abandoning Homo Sapiens' rules of engagement. And then rule over everyone, obviously.
  
• Case by case: Secretly able to amplify other mutant powers through direct contact.

Hunger Games

• Option 1: A 1:1 Coin analog. Head of District 13. Eyes on Snow's job. Capitol traitor with a made-up tragic backstory. This was really just the quickest path to the throne.
  
• Option 2: A turncoat or resistance-aligned Peacekeeper pending defection. Highly ranked in both the Panem military and the rebellion. Subtly working his way up, won't be happy til he's at the top.
  
• Option 3: District 2 victor and mentor. His tributes have a high rate of survival and he maintains a close relationship with them afterwards. Cultivates their dependence, mollifies their angst and unrest with promises of resistance. In which he is involved (truth), but won't allow anyone "below" him access to, as a means of protecting them (lie). Anyone who gets fed up with that and goes behind his back mysteriously finds themselves in worse circumstances than before, how odd.

• Guardian, Angel or Commander; Mayday agent in all three cases
  
• Wife: Katrina Cornwell, also Mayday
  
• Genuinely a good dude. This is basically the "lovers in a dangerous time" option.
  
• Can either fulfill a Nick Blaine-like role or, as an Angel/Commander, have been strong-armed into getting a Handmaid after failing to conceive with Katrina (which he didn't really want to do either but you gotta do what you gotta do).

Fallout, Wasteland, Mad Max

• Thinks like the Legion, conducts himself like the Patriarch because living in tents 24/7 is not fucking winning
  
• Prime: Paramilitary leader who will try and keep people alive as long as he is. Not otherwise interested in a governing role. Suffered some serious losses in the past that make him difficult to get close to, emotionally, though he'd put his life on the line for total strangers. Nonetheless, his manner isn't dour or severe.

Lorca/Cornwell, Georgiou, Una: Expanding on his and Cornwell's "what the fuck is wrong with you" dynamic. Interested in doing more with her "broken man" remark and FWB relationships, drawing things out over several encounters.

Lorca/AOS!Amanda: If a transporter accident can do what it does in Discovery then it can absolutely set Amanda up to get that captain D. Prime, Mirror, whatever. I just love Winona Ryder's Amanda and would enjoy any opportunity to rub elbows with one.

Lorca/Burnham, Chapel, La'an, Landry, AOS!Uhura: Bad romance. We're talking manipulation, corruption, fraternization, power dynamics, fixation and obsession, dangerous disparities in relationship understanding and/or investment. He's a sneaky fuck so I'd love to do a slowish burn of him seducing a subordinate by inception so that they end up approaching him for an illicit relationship, and then all kink breaks loose. (We can skip around in the timeline, though. Just because they take it slow doesn't mean we have to, wink.) Interested in warzone and survival scenarios (Klingon War, Gorn encounters, Section 31 missions), where Starfleet rules gradually become the last thing on anyone's mind, ball it we fuck, and then navigating the consequences of those decisions afterwards when the brass is breathing down their necks again. Post-survival "seeing you brings it all back, but you're the only one who gets it" vibes.

Lorca/Cornwell, Lorca/Chapel, La'an, T'pring, AOS!Uhura (necessitates Discovery season one spoilers)

Prime!Lorca/Cornwell: I would love love love to write Prime Lorca's return to his home universe, and everything that entails: dealing with his angst around what he saw and did in the Mirror universe, his angst around the fact that nobody recognized that he'd been replaced, and the emotional fallout from Mirror Lorca's actions while impersonating him. The whole maelstrom of emotions surrounding Kat: Relief to see her again, disappointment and anger that she was successfully tricked, regret and self-loathing about the disappointment and anger considering she's a victim too. You know, just two hot people in their mid-fifties going through it together, with too much baggage and maturity between them to just fuck it out, as badly as they'd like to.

Lorca/Chapel, La'an, T'Pring: Mirrorverse Emperor/Courtesan AU. Dark and trashy. Coerced into it with some meticulously enforced freedoms and the threat of more weeks in the agonizer (as well as the possible threat of punishing others on the coerced's behalf). Intimate bathing scenarios, trauma bonding (feigned or genuine or both), D/s dynamics dressed up as mutual benefit, noncon dressed up as dubcon, personal injury tending for Chapel, let's go Gorn hunting! for La'an, teach-me-your-Vulcan-ways for T'Pring, no holds barred sparring, bloodplay, hatesex 🤫 Kill him in the end or set him up to be ripped apart by the oppressed masses President Snow style.

RANDOM SPECIFIC CROSSCANON THIRST: Cassandra Anderson (Dredd), Dar-Benn (MCU), Mina Jensen (Cloverfield Paradox), June (Netflix Avatar: The Last Airbender)

He's not infallible. I'm very open to him getting overconfident, developing a blind spot for his partner, and getting his ass handed to him when they realize he flaunts Starfleet code in a lot more arenas than just interpersonal relationships. (And none of his behaviour can be excused by PTSD or the pressures of war.) Less detrimental to his career and agenda, but within the same vein: Make this top admit he's more than just a service switch. Push him on that, he'll initially push back, then forever deny he's into being dommed while the results speak for themselves.
